What information do I need to provide in order to send a shipment?

Cargo delivery begins with a request. For the application, most often it is enough to provide the address of loading and unloading, the address of the customs authority in Russia, the name of the cargo, the number and type of cargo items, dimensions and weight characteristics. What additional costs may arise when sending international shipments?

At the customs post, any container may be selected for inspection. There are different reasons: for example, if the importer has previously committed administrative offenses, or the inspection may be selective, through random distribution of the program.

Possible downtime – for example, port storage, demurrage (excessive use of the container), downtime at the railway station, vehicle downtime.

What package of documents needs to be prepared for customs clearance of cargo?

Customs clearance, or customs clearance, customs clearance of cargo – a set of compulsory measures for the movement of goods across the border.

The customer must provide the following documents for customs clearance:

  1. Constituent documents (for organizations – Charter, for individual entrepreneurs – certificate of registration).
  2. Contract for customs clearance with VAVS.
  3. Foreign trade agreement (contract) with all annexes and appendices.
  4. the TSD (invoice, packing list).
  5. Consignment notes (railway bill of lading, CMR, TIR, TTN, bill of lading, air waybill, etc.).
  6. Document confirming compliance with currency control requirements:

unique number of the contract (number assigned by the authorized bank when the contract is registered):

– for import contracts, if the amount exceeds 3 million rubles.

– for export contracts, if the amount exceeds 6 million rubles.

  1. Technical documentation for the imported batch of goods (description, quality certificate, product data sheet, drawings, photos, labels, etc.).

 

Additional documents depending on the terms of delivery and type of goods:

  1. Payment order and other payment documents for the goods (if the contract provides for prepayment).
  2. Contract for transportation services with all annexes (if transportation is paid separately by the buyer). Application for transportation of consignment (if any).
  3. Invoice for transport services and other expenses related to the transport of goods (e.g. insurance, transhipment, parking, etc.) with a breakdown of the expenses for the foreign territory and for the territory of the customs union (if the transport is paid separately by the buyer).
  4. Certificate of country of origin.
  5. Authorization documents, depending on the type of goods (certificate/declaration of conformity of GOST R, certificate/declaration of conformity of technical regulations, etc.).

What is customs security and how is it calculated?

Depending on the regional specifics, each customs authority evaluates the nomenclature of goods according to its own statistical data and uses its own so-called customs value index (ITS), which is calculated according to the price/weight formula. If the ICC is higher than the price/weight ratio of your shipment, the customs value of your shipment may be adjusted and you will be required to pay customs security. Once you have provided customs authorities with the necessary documents (e.g. sales documents from previous shipments), a refund of the security will be considered.

The security is withheld by the customs authority, and the timing of the return depends on its decision. The process may take about a month.

How can I speed up the return of customs security?

It is necessary to provide export declarations with translation and, if available, sales documents from previous deliveries. If the manufacturer, shipper, contract beneficiary and contract holder are represented by one company, i.e. without intermediaries, the chances of getting the refund of collateral and reducing the waiting period for the refund increases significantly.
